Baxter joined a company of volunteers commanded by E.J. Starr. Starrs companny joined the 18th Georgia Infantry. The regiment was with Longstreet when he moved to Chattanooga in 1863. Baxter died in Bell Hospital in Rome on November 18, 1863. The cause of death is not known.
